He/she will provide over and insight into the areas of cooperation and mutual benefit opportunities in the basin. The Team Leader will be responsible for oversight of the consultants and their contributions and be responsible for the final deliverables mentioned in the Project’s general ToR.
As the transboundary water expert, the Team Leader shall
• Review the existing agreements in the basin and provide advice on engagement with neighboring countries in the basin, including but not limited to, Afghanistan’s involvement in IFAS, or donor initiatives such as “Green Central Asian”, amongst others.
• Identify opportunities and strategies to secure Afghan water rights in the basin;
• Help assess the socio-economic opportunities for mutual cooperation between the neighboring countries of the basin.
• Lead the development of strategic plan to promote investment in the basin, both within Afghanistan but also which may require joint cooperation with other riparian states.
Minimum Qualification and Experience:
a) Degree(s) in relevant field(s) such as water / resources management (M.Sc.) and/or International Law (LL.M.)
b) Minimum 17 years’ relevant work experience
c) Minimum 5 years’ relevant work experience in Afghanistan / Central Asia
d) Excellent communication skills
e) Fluency in English: writing, reading and spoken
f) Citizen of ADB member country
